Who is responsible?

Dear Editor,

We have all heard the expression, “I’m just following orders.” Sometimes a person will say these words as a “discussion stopper,” but often times it is the truth. The order, policy and authority really is further up the line and frequently “the line” seems invisible to the average citizen.

I am sick to death of the discussion about how poorly our lake is managed ending with “I’m just following orders.”

Editor, would you please get an answer to this question: What is the line of authority extending upwards after the Corps Colonel has had his say? We know he gets his orders from someone – who, and, if “who” gets his orders from someone, who is that? Is it some person or committee in Washington?

I doubt seriously if an intelligent and productive discussion could produce any solution to our lake problems until we get beyond “just following orders.”

I have asked around and nobody seems to have a clue “who” is ultimately responsible for the choices leading to this mess. Where does the “buck” really stop?
