The Troup County Board of Commissioners has tabled discussion on a home occupation business license application after the applicant’s residence was found to have items in violation.

Community Development Director Troy Anderson told the commissioners that Carson Fuller applied for a home occupation business license at 141 Mallory Dr. off of Lafayette Pkwy. Carson plans to run a home office for his residential tree removal, brush clearing and land management business.

Anderson said Fuller has provided a lease agreement with Lafayette Parkway Self Storage to store his trailer and mini-skid steer when not used at a job site. The remainder of his equipment was to be stored in a shed at the residence and refuse from the contracted work was to be dumped at appropriate sites as conditions for approval.

The applicant also told county staff that he does not intend to store large equipment supplies, trailers and vehicles on site.

Staff initially recommended approval of the application, but the Community Development Office performed a site survey prior to the meeting and discovered discarded appliances, a full dump trailer and significant tree and vegetation refuse piled in three areas on the property.

Anderson recommended delaying a decision on the application until the next Board of Commissioners hearing scheduled for Oct. 18 so that additional site surveys can be conducted to determine if the applicant is willing to comply with all the conditions of the home occupation application.

Fuller said some of the debris on the property were logs that he intended to split for his own use and the other was from when he finished a job after the dump closed, and he was unable to properly dispose of it. As for the appliances, Fuller said they had just got them, and he did not have time to get them cleaned up.

Commissioner Lewis Davis warned Fuller that he cannot continue to store debris and large vehicles at his home even if the license is approved.

The commissioners unanimously voted to table the issue until the Oct. 18 meeting.

In other business, the Board of Commissioners approved:

4 Permission for the Troup County Juvenile Court to accept an additional grant award in the amount of $4,623.00 from the current Juvenile Delinquency Prevention Grant. There is no required match for the grant.

4An updated 911 Advisory Board resolution that will add all the agencies that Troup 911 dispatches for and establishes a co-chair for the board. The resolution had not been updated since June 16, 1992.

4 The acceptance of an American Rescue Plan Act (ARPA) Revenue Replacement grant. The grant was set up to replace revenues lost by counties and tribal governments during COVID. The county is expecting to receive about $160,000.

4Clerical changes to the Georgia Emergency Management Agency (GEMA) grant via a memorandum of understanding to replace former Troup EMA Director Dennis Knight with Deputy Fire Chief Zachary Steele.
